iPhone X doesn't shut off

I have an iPhone X for repair. I can only slide to power off from settings, but when I slide to power off, it comes back on.

Rule #1---does it behave like this in a known good OEM housing?

I have switched to a new housing but same result, shuts off but powers back on.

That's not something I've seen before. I would start by checking your voltage at the power_key line. The signal to turn on is dropping the voltage to zero at that spot.

The other prompt to turn on is usb connection. see if it does the same thing with no charge port connected at all.
